These business plans account for at least 50% of your application and is ultimately what wins you your dispensary license. In a competitive market, where the state is only issuing a limited number of dispensary licenses, Business and Operational plans are tied to a scoring matrix developed by the state. Ultimately, the highest scoring applicant wins. If the state is only issuing 40 dispensary licenses, and there were 200 applicants, the top 40 applicants will be issued a dispensary license. Most states with an unlimited number of licenses, may not require an applicant to submit Business and Operational Plans during the preliminary application phase, however, the local municipality (city/county/township, etc.) will likely request them prior to granting approval to operate. Whether it is sooner or later, you will eventually need these plans.
